Mortgage Basics for Vernon Buyers: Stress Test, Down Payment and Pre-Approval

Mortgage rules in Canada changed significantly in late 2024, and they keep evolving. This guide explains the basics in plain language so you can walk into a lender's or broker's office with the right questions.

Down payment: how much do you need?

For a home you'll live in, the minimum down payment for an insured mortgage is:

  • 5% of the first $500,000 of the purchase price; plus
  • 10% of the portion between $500,000 and $1.5 million.

Since December 15, 2024, homes priced up to $1.5 million can qualify for mortgage default insurance (previously, the cap was $1 million). If your down payment is under 20%, you'll pay an insurance premium, usually added to your mortgage. With 20% or more down, you can get a conventional (uninsured) mortgage.

The stress test, explained

The stress test checks whether you could still afford your mortgage if rates rose. For uninsured mortgages at federally regulated lenders, the Office of the Superintendent of Financial Institutions (OSFI) sets the minimum qualifying rate at the greater of:

  • your mortgage contract rate plus 2%; or
  • 5.25%.

Insured mortgages have a similar qualifying test. The practical effect: you'll qualify for less than you might expect based on your actual rate alone.

One recent change helps existing owners: when you renew and switch an uninsured mortgage to a different federally regulated lender without increasing the amount or amortization, the lender doesn't have to apply the stress test.

Amortization: 25 or 30 years?

Amortization is the total time it takes to pay off your mortgage. Since December 15, 2024, all first-time buyers and buyers of newly built homes can get 30-year amortizations on insured mortgages. A longer amortization lowers your monthly payment but increases the total interest you'll pay.

Programs for first-time buyers

First Home Savings Account (FHSA)

The FHSA lets you save for your first home with tax advantages. The CRA gives you $8,000 of participation room in the year you open it. Check canada.ca for current annual and lifetime limits and carry-forward rules.

RRSP Home Buyers' Plan (HBP)

The HBP lets you withdraw up to $60,000 from your RRSPs to buy or build a qualifying home, and repay it over 15 years. You're generally considered a first-time buyer if you haven't owned and lived in a home as your principal residence in the current year (before the 30 days leading up to withdrawal) or the four previous calendar years.

BC property transfer tax exemption

Eligible first-time buyers may pay less property transfer tax. As of 2026, the full exemption applies to homes up to $500,000, with a partial exemption (up to $8,000) on homes up to $835,000, phasing out completely at $860,000.

Getting pre-approved

A pre-approval tells you roughly how much you can borrow and may hold an interest rate for a set period. It isn't a guarantee, since final approval depends on the property and updated documents, but it makes you a stronger buyer.

  1. Gather documents: recent pay stubs or an employment letter, two years of tax documents if you're self-employed, bank statements showing your down payment, and ID.
  2. Check your credit and fix any errors before you apply.
  3. Talk to more than one lender or a broker to compare rates and terms.
  4. Don't take on new debt between pre-approval and completion.
  5. Budget beyond the mortgage: property taxes, utilities, insurance and maintenance, especially for older East Hill homes.
